Procurement & Contracts Manager
Summary
Our client is a well-established energy infrastructure organization operating in the public power sector, with responsibility for complex generation, transmission, and long-term asset procurement programs. The Procurement & Contracts Manager will lead and oversee the organization's procurement strategy across multiple functions, supporting generation, transmission, IT, professional services, and capital projects. This role is responsible for ensuring procurement practices align with internal policy, regulatory requirements, and long‑term operational objectives. This is a hands‑on leadership position with significant interaction across engineering, legal, finance, and executive stakeholders, and offers real ownership over how procurement and contracts are structured and executed.
Key Responsibilities
Procurement Strategy & Leadership
- Develop and execute enterprise‑wide procurement strategies across the full procurement lifecycle
- Establish and maintain standardized procurement policies, procedures, and governance frameworks
- Identify and mitigate commercial, contractual, and supply chain risks
Contracts & Commercial Management
- Lead contract structuring, negotiation, and execution in compliance with federal, state, and local regulations
- Partner with legal counsel on contractual terms, risk allocation, and regulatory considerations
- Monitor contract performance and ensure compliance with negotiated terms
Capital Projects & Infrastructure Support
- Support procurement for major capital investments related to power generation and high‑voltage transmission assets
- Source and qualify equipment suppliers, service providers, and EPC partners
- Coordinate closely with engineering teams to ensure technical and quality standards are met
Vendor & Stakeholder Management
- Build and manage long‑term supplier relationships, including master service agreements and blanket purchase orders
- Lead RFPs, RFQs, and competitive sourcing initiatives
- Collaborate cross‑functionally with internal stakeholders to align procurement outcomes with business needs
Qualifications & Experience
Required
- Bachelor's degree in Supply Chain, Business, Finance, Engineering, or a related field
- 5+ years of experience in procurement, contracts, or commercial management within electric utilities, energy, EPC, infrastructure, industrial manufacturing, or construction
- Demonstrated experience negotiating complex contracts in regulated environments
- Strong understanding of procurement compliance, policies, and governance
- Proven ability to work cross‑functionally and influence senior stakeholders
Preferred
- Exposure to capital projects, generation assets, or transmission systems
- Master's degree or MBA
- Procurement certifications (CPSM, CPIM, CPM, etc.)
