Procurement Manager
We are supporting a privately held, global energy infrastructure developer, owner, and operator on their search for a Procurement Manager. The Procurement Manager will lead owner‑side sourcing strategy, EPC RFP execution, and commercial negotiations while partnering closely with development, engineering, finance, legal, and project execution teams throughout the full project lifecycle, from early development through construction and turnover.
Responsibilities
- Lead owner‑side procurement activities for major capital power infrastructure projects delivered under EPC models
- Develop and execute project‑specific procurement strategies aligned with development schedules, financing requirements, and construction milestones
- Support early‑stage project development through market intelligence, contractor availability assessments, cost benchmarking, and supply‑chain risk analysis
- Own and manage the full EPC RFP/RFQ process, including scope development, bidder outreach, bid clarifications, and commercial evaluations
- Coordinate technical and commercial bid evaluations in close collaboration with engineering, development, and external advisors
- Lead commercial negotiations of EPC contracts, including pricing, risk allocation, payment structures, liquidated damages, and change mechanisms
- Support EPC contract drafting, review, and execution in coordination with legal counsel and internal stakeholders
- Issue and administer owner‑side purchase orders in accordance with executed contracts and internal authorization controls
- Manage commercial relationships with EPC contractors, equipment vendors, and key service providers
- Monitor contractor performance against contractual requirements, schedules, quality standards, and KPIs
- Lead resolution of commercial issues, including claims, change orders, delays, and performance disputes from the owner's perspective
- Maintain accurate procurement documentation, contract records, and reporting across multiple projects
- Provide regular procurement status updates, commercial risk assessments, and cost forecasts to project teams and leadership
- Support internal governance, audit, and reporting requirements related to capital project execution
Qualifications
Required Qualifications
- Bachelor's degree in supply chain management, business, engineering, finance, or a related field
- 8+ years of procurement, sourcing, or commercial management experience supporting major capital projects
- Direct owner‑side experience within an owner/developer, IPP, or asset owner environment
- Demonstrated experience leading EPC RFPs and negotiating EPC contracts on behalf of an owner
- Strong understanding of EPC contract structures, commercial risk allocation, and procurement best practices
- Experience within utility power, renewable energy, or energy infrastructure projects strongly preferred
Preferred Skills & Attributes
- Familiarity with utility‑scale generation projects (solar, wind, storage, thermal, transmission)
- Strong commercial judgment with the ability to balance cost, schedule, and risk from an owner's perspective
- Excellent negotiation, communication, and stakeholder management skills
- Ability to manage multiple procurement packages simultaneously in a fast‑paced, project‑driven environment
- Proficiency with procurement systems and advanced Excel or financial analysis tools
- Detail‑oriented, proactive, and comfortable working cross‑functionally
