Senior Procurement Manager - IT Industry (Policy & Governance)
About the Role
My client is seeking a strategic and experienced Senior Procurement Manager to lead sourcing, vendor management, and policy-aligned procurement initiatives within the telecommunications or IT services/products sector. This role is critical in ensuring procurement excellence, regulatory compliance, and strong supplier partnerships to support the growth in Hong Kong.
Key Responsibilities
- Develop and implement procurement strategies aligned with business goals and regulatory frameworks.
- Lead sourcing for telecom infrastructure, IT hardware, software, and services.
- Negotiate contracts, pricing, and SLAs with global and regional vendors.
- Ensure compliance with local government procurement policies and industry regulations.
- Collaborate with legal, finance, and engineering teams to manage procurement risk and governance.
- Build and maintain relationships with public sector stakeholders and regulatory bodies.
- Monitor supplier performance and drive continuous improvement in procurement processes.
- Stay informed on market trends, government policies, and emerging technologies.
Job Requirements
- Bachelor's degree in Supply Chain, Business, Engineering, or related field
- 8+ years of procurement experience, with at least 3 years in a senior role in telecommunication or IT Service Providers.
- Proven experience working with or within government procurement frameworks and agreement contracts.
- Fluency in Cantonese and English is required
- Demonstrated success in vendor negotiation, contract management, and cost optimisation.
- Excellent communication, leadership, and stakeholder engagement skills.
- Proficiency in ERP and procurement systems
