Project Controller

The Project Controller is responsible for ensuring large shipbuilding or ship repair programs remain on track by managing cost, budget, performance measurement, forecasting, and project reporting. This role serves as a key liaison between Program Management, Engineering, Production, Supply Chain, Finance, Quality, and Executive Leadership to ensure projects meet both operational and financial objectives.

Key Responsibilities

  • Develop and maintain project performance measurement baselines (PMBs) for government and commercial contracts.
  • Monitor program performance, cost impacts, forecasts, and financial metrics across multiple projects.
  • Analyze project cost data and translate findings into corporate financial reporting and analysis.
  • Partner closely with functional teams to identify variances, risks, and corrective actions.
  • Support earned value management (EVM) processes and reporting.
  • Investigate data trends, identify root causes, and provide actionable recommendations.
  • Track and report project performance on programs ranging from approximately $15M to $60M.
  • Ensure alignment of project execution with budget, schedule, and contractual requirements.
  • Work directly with program leadership to drive informed decision-making.
  • Maintain visibility into material, procurement, subcontract, and production costs.
  • Conduct on-site project reviews, including visiting active ship construction and repair projects.

Required Qualifications

  • 7+ years of Project Controls, Program Controls, Cost Controls, or related experience.
  • Experience supporting large-scale manufacturing, defense, construction, shipbuilding, or capital projects.
  • Strong understanding of:
    • Project Controls
    • Cost Management
    • Program Management
    • Financial Analysis
    • Performance Measurement
  • Experience working across multiple projects and stakeholders simultaneously.
  • Ability to analyze complex datasets and communicate findings effectively.
  • Knowledge of material, procurement, subcontract, and manufacturing cost structures.
  • Strong relationship-building and cross-functional collaboration skills.

Preferred Qualifications

  • Shipbuilding or maritime industry experience.
  • Government contracting experience.
  • Earned Value Management (EVM) experience.
  • PMP certification.
  • Earned Value Professional (EVP) certification.
  • DOE or DOE EVM-related credentials.
  • Experience supporting new-build construction programs.
  • Background in defense manufacturing or other highly regulated industries.

Work Environment

  • Primarily onsite position.
  • May require travel between facilities, including Swan Island.
  • Occasional remote flexibility available based on business needs.
  • Standard schedule:
    • 8:00 AM - 5:00 PM
    • Alternate schedule: 7:00 AM - 4:00 PM
  • Must be comfortable working in a shipyard environment, including wearing steel-toed boots and walking active vessels and production areas.
