District Manager II (Environmental Services & Waste Solutions):

Location: Stockton/Sacramento, CA (Open to relocation)

Reports to: Director of Operations

This organization is a leading North American provider of environmental services, supporting residential, commercial, industrial, healthcare, and municipal customers through waste collection, recycling, disposal, sustainability, and resource recovery solutions. The organization operates a large fleet, extensive processing infrastructure, and partners with local governments and businesses to help improve environmental outcomes and operational efficiency.

The District Manager II is a senior operations leadership role responsible for overseeing the day-to-day performance of a district serving multiple lines of business. This individual owns operational execution, employee leadership, financial performance, customer relationships, and regulatory compliance while ensuring safe, efficient, and cost-effective service delivery.

Key Responsibilities

This role is ideal for an operations leader who enjoys balancing people leadership, financial management, safety oversight, customer engagement, and strategic execution within a large-scale field operations environment.

Operational Leadership

  • Manage daily collection and field operations across a district location supporting multiple business units.
  • Provide leadership and direction to Route Managers and other operational leaders.
  • Establish, monitor, and improve key performance metrics related to service, productivity, efficiency, safety, and cost management.
  • Ensure operational objectives are achieved while maintaining high levels of customer service.

Safety & Compliance

  • Drive a strong safety culture across all operations.
  • Ensure compliance with company policies, OSHA requirements, transportation regulations, and other applicable standards.
  • Lead investigations into workplace incidents, accidents, and injuries.
  • Conduct root cause analyses and implement corrective actions, coaching, retraining, and preventative measures to reduce future risk.

Team Leadership & Talent Management

  • Lead, coach, develop, and mentor frontline and management-level employees.
  • Oversee hiring, onboarding, training, performance management, succession planning, and employee development efforts.
  • Manage disciplinary actions, compensation recommendations, promotions, and termination decisions when necessary.
  • Foster a culture focused on accountability, engagement, and continuous improvement.

Financial & P&L Ownership

  • Maintain responsibility for district-level profit and loss performance.
  • Participate in regular financial reviews to ensure budgets and operational targets are achieved.
  • Analyze operational costs and develop strategies to improve profitability.
  • Monitor labor utilization, equipment usage, maintenance expenses, and material costs.
  • Implement programs to optimize asset productivity and maximize operational efficiency.

Strategic Planning

  • Partner with senior operational leadership to establish both short-term and long-term business objectives.
  • Develop action plans designed to improve operational performance, customer satisfaction, and financial results.
  • Drive initiatives that support sustainable growth and continuous operational improvement.

Customer & Municipal Relations

  • Serve as a key point of contact for municipalities, counties, cities, and other government agencies.
  • Build and maintain strong relationships with public-sector stakeholders and customers.
  • Support contract renewals, service negotiations, and business development efforts.
  • Represent the organization within the community and position the company as a trusted environmental resource and corporate partner.

What You Will Bring:

  • Progressive leadership experience in transportation, logistics, fleet operations, environmental services, distribution, manufacturing, utilities, or other service-driven operational environments.
  • Demonstrated experience managing teams and leading frontline supervisors or managers.
  • Strong P&L ownership with responsibility for budgets, cost control, and financial performance.
  • Experience managing safety programs, regulatory compliance, and operational risk.
  • Proven ability to influence employees, improve operational metrics, and drive continuous improvement initiatives.
  • Strong communication skills and experience working with customers, municipalities, and executive leadership teams.
    • Union experience is a plus, but not required.
    • Outside sales experience is also a preferred skills + experience.
