Sr. Procurement Manager

We are seeking a seasoned procurement professional to lead subcontract and service sourcing efforts for large-scale construction and infrastructure projects. This role involves significant collaboration across internal teams and requires frequent travel to project sites-approximately 30-50% of the time, with most sites located within a few hours of the Mid-Atlantic region.

Primary Objectives:

  • Act as a strategic partner between the procurement function and key internal departments such as executive leadership, engineering, sales, and operations.
  • Support high-impact programs by applying project management principles to ensure timely and cost-effective procurement execution.

Key Responsibilities:

Pre-Construction Procurement Strategy

  • Analyze project specifications and estimated material requirements.
  • Develop initial procurement strategies covering equipment, subcontractors, and specialty services.
  • Prepare detailed RFPs/RFQs that reflect total cost of ownership and value-based criteria.
  • Identify and prequalify multiple vendors per package, assessing capabilities, financial health, and contract compliance.
  • Evaluate and compare vendor proposals using structured analysis tools.
  • Collaborate with technical teams to validate scope and ensure alignment.
  • Negotiate terms and finalize agreements.
  • Reconcile procurement plans with project budgets.

Execution Phase Procurement

  • Transition procurement plans from pre-construction to project teams through formal documentation and knowledge transfer.
  • Maintain and update procurement schedules, aiming to secure the majority of orders early in the project lifecycle.
  • Monitor deliveries and ensure proper inspection and receipt.
  • Resolve outstanding commitments and close out procurement activities.
  • Document discrepancies and corrective actions.
  • Share market insights across teams to inform future sourcing decisions.

Market Intelligence & Optimization

  • Incorporate current market trends into procurement strategies, including:
    • Pricing fluctuations
    • Lead times and logistics
    • Alternative sourcing and product substitutions
    • Regulatory and compliance updates
  • Interpret technical documents, drawings, and schedules.
  • Travel to vendor facilities and project sites as needed to support planning and issue resolution.

Strategic Sourcing & Long-Term Agreements

  • Identify opportunities to streamline procurement across categories.
  • Collaborate with business unit leaders to prioritize sourcing initiatives.
  • Develop long-term agreements that reduce acquisition costs and improve value.

Qualifications:

  • Strong leadership and interpersonal skills.
  • Bachelor's degree with 10-12 years of relevant experience, or equivalent combination of education and experience.
  • Proven track record in sourcing and negotiating with manufacturers, subcontractors, and fabricators.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office tools, including Excel and SharePoint.
  • Solid understanding of financial and business principles.
