Position Overview
The Project QA Manager is responsible for leading the development, implementation, and oversight of the Quality Assurance Project Plan (QAPP) to ensure alignment with regulatory standards, contractual obligations, and internal policies. This role plays a key leadership function in ensuring quality compliance throughout the project lifecycle, including procurement, audits, inspections, and staff training.
Key Responsibilities
- Design and execute QA strategies to support major project phases, including planning, development, and decommissioning.
- Maintain and enforce the QAPP to meet all regulatory and contractual requirements.
- Prepare regulatory evaluations and obtain necessary approvals for QAPP modifications.
- Develop and oversee QA procedures and ensure their alignment with the QAPP.
- Promote QA standards across project teams and integrate them into training programs.
- Forecast and manage QA-related budgets and staffing needs.
- Ensure QA personnel are properly trained and certified, including Lead Auditors and Inspectors.
- Conduct audits, inspections, and surveillance to verify compliance with QA standards and regulations.
- Support procurement by reviewing quality requirements in supplier documentation and maintaining an approved supplier list.
- Lead supplier evaluations, including audits, reviews, and inspections.
- Oversee quality control inspections for received materials and project modifications.
- Participate in the corrective action process, including root cause analysis and resolution tracking.
- Serve as the primary liaison for client QA audits and regulatory inspections.
- Provide regular reports to senior leadership on QA performance and compliance.
- Manage QA documentation and records.
- Perform additional duties as assigned.
Qualifications
Education:
- Bachelor's or Associate's degree in a technical discipline, or
- 10 years of equivalent technical experience
Certifications (Preferred):
- Lead Auditor certification under NQA-1 (10 CFR 50)
- Level III Inspector certification under NQA-1
Experience:
- Minimum 15 years in commercial nuclear or DOE environments, with at least 10 years in QA leadership roles
- Preferred: 5 years in QA roles at operating or decommissioning nuclear facilities
- Experience in QA audits, program management, and quality engineering
Skills and Competencies
- Strong leadership and communication skills
- In-depth knowledge of QA systems and regulatory standards
- Experience with QA documentation, training, and supplier qualification
- Familiarity with NRC QA program review standards
- Ability to manage QA activities across multiple project areas
- Proficiency in cost and schedule management
