A leading US semiconductor company is seeking a senior‑level indirect procurement leader to oversee construction and facilities materials sourcing across advanced manufacturing sites in Taiwan. This role is responsible for shaping category direction, strengthening supplier partnerships, and delivering cost, supply assurance, and resilience outcomes in a complex, capital‑intensive environment.

The position partners closely with global and regional procurement leaders, facilities, engineering, and project teams to ensure sourcing strategies are aligned with business priorities and long‑term site

Role Purpose

The Senior Indirect Procurement Manager- Construction Materials will manage end‑to‑end category ownership for key materials spend areas supporting construction and facilities operations. The role drives sourcing strategy, commercial negotiations, cost transparency, and supplier performance, while acting as a trusted business partner to internal stakeholders.

Key Accountabilities

Category Leadership & Strategy

  • Own and execute category strategies for construction and facilities materials, aligned with global and regional procurement frameworks
  • Validate category direction with global and regional category leaders and key internal stakeholders
  • Segment suppliers and define strategic objectives across cost, risk, performance, and scalability
  • Analyse demand patterns and sourcing trends to continuously refine category strategies

Strategic Sourcing & Commercial Execution

  • Lead structured sourcing initiatives, RFQs, and bundled negotiations across assigned material categories
  • Develop and drive contract strategies, including renewals, transfers, and commercial renegotiations
  • Embed commercial targets, service levels, and risk considerations into supplier agreements
  • Enforce and monitor supplier compliance to commercial and contractual commitments

Cost & Market Intelligence

  • Identify cost‑reduction, value‑creation, and revenue‑leverage opportunities within assigned categories
  • Apply should‑cost and cost‑structure analysis to support negotiations and strategy development
  • Track category performance against savings, value, and scorecard objectives
  • Provide ongoing market insights, pricing movements, and cost trends to internal partners

Supplier & Stakeholder Partnership

  • Build strong, collaborative relationships with critical suppliers to enhance cost competitiveness and supply continuity
  • Act as the procurement interface for internal customers, ensuring procurement strategies support project and site needs
  • Adopt a customer‑focused mindset when addressing supply, commercial, or execution challenges
  • Drive continuous improvements in procurement effectiveness, supplier performance, and supply chain resilience

Required Qualifications

  • 10+ years of experience spanning:
    • Indirect procurement or category management
    • Construction, facilities, or infrastructure material sourcing
  • Bachelor's degree or equivalent professional experience
  • Proven record of leading category strategy and complex sourcing initiatives
  • Strong experience managing multiple concurrent projects in fast‑paced environments
  • Solid commercial acumen with advanced understanding of materials cost structures
  • Excellent communication, negotiation, and analytical capabilities
  • Able to operate independently with minimal oversight while engaging multiple stakeholders
