A global, privately held manufacturing organization is seeking an experienced HSE Manager to lead environmental, health, and safety programs at its Des Moines, Iowa production facility. The HSE Manager responsibilities include:
- Serve as the senior on-site leader for environmental, health, and safety programs at the Des Moines manufacturing facility.
- Develop, implement, and sustain site-level HSE strategies aligned with global standards and regulatory requirements.
- Manage Title V air permit compliance, including preparation and submission of permit applications, reports, and renewals.
- Oversee EPCRA and Tier II reporting requirements.
- Manage stormwater pollution prevention (SWPPP) and spill prevention, control, and countermeasure (SPCC) programs.
- Administer the RCRA hazardous waste program and ensure proper handling, storage, and disposal practices.
- Document and report utilities data in support of carbon reduction and sustainability initiatives.
- Act as the primary site contact for federal, state, and local environmental, health, and safety regulators.
- Prepare and submit regulatory notifications and manage agency interactions as required.
- Provide guidance on DOT compliance requirements.
- Manage workers' compensation and return‑to‑work programs.
- Support capital projects and new raw material introductions by assessing environmental and safety impacts.
- Develop and deliver training programs related to safety, environmental compliance, and risk awareness.
- Lead incident, injury, and near‑miss investigations, including root cause analysis and corrective action development.
- Participate in internal HSE audits and ensure effective follow‑up on corrective actions.
- Supervise on‑site HSE personnel, including performance management and coordination of daily activities.
The HSE Manager should have the following qualifications:
- Bachelor's degree in science, engineering, environmental studies, or a closely related field.
- Minimum of 10 years of experience in environmental, health, and safety roles within a manufacturing environment.
- At least 5 years of hands‑on experience managing Title V air permits.
- Minimum of 5 years of supervisory or people leadership experience.
- Experience with SAP and Cority is a plus.
- Strong knowledge of OSHA, EPA, RCRA, EPCRA, and air permitting requirements.
