Senior Capital Projects Cost Analyst

The Opportunity

A US‑based semiconductor manufacturer is looking to appoint a senior‑level cost and commercial analyst to support major capital investment programs across facilities, cleanroom builds, and tool installation projects. This position plays a key role in strengthening cost discipline, improving cost intelligence, and enabling informed commercial and investment decisions at both site and global levels.

Position Overview

This role is responsible for translating complex construction and project data into actionable cost insights. The focus is on building robust cost estimation and should‑cost frameworks, particularly within MEP systems, where prior experience in high‑tech or cleanroom environments will be highly valuable.

The scope extends beyond construction, covering tool installation, capital equipment, spares, and facilities operating expenditures, requiring flexibility and strong analytical capability across multiple spend categories. The role works closely with procurement, engineering, facilities, and program teams to drive transparency, consistency, and benchmarking of costs across regions.

Core Responsibilities

  • Develop independent cost models and should‑cost estimates to support sourcing strategy, supplier negotiation, and capital planning
  • Analyse construction and facilities‑related spend, with a strong emphasis on MEP packages and interface with CSA elements
  • Aggregate and evaluate cost inputs for tool installation projects, capital equipment, spares, and facilities expense initiatives
  • Establish cost benchmarks across internal sites and external markets (labour, materials, rates, installation methodologies)
  • Monitor planned vs actual cost performance, identifying variances, trends, and systemic cost drivers
  • Maintain structured cost databases and centralised price repositories to improve reuse and comparability of data
  • Partner with Procurement, Category, and Program leaders on cost strategy, analytics initiatives, and process enhancements
  • Translate raw data into clear insights through dashboards, summaries, and executive‑ready reporting
  • Support improvements to cost data quality, reporting logic, and system utilisation
  • Provide cost intelligence, market perspectives, and scenario analysis to support leadership decision‑making
  • Present findings, recommendations, and risk/opportunity assessments to senior stakeholders
  • Contribute to global or regional initiatives aimed at improving commercial rigor and cost governance
  • Travel may be required on an infrequent basis

Experience & Capability Profile

  • 8+ years of hands‑on experience in cost control, estimating, or commercial analysis within:
    • Semiconductor, pharmaceutical, hospital, or other high‑specification environments
    • Cleanroom or process‑utility‑heavy construction projects
  • Strong exposure to construction procurement, cost breakdown structures, and supplier pricing models
  • Demonstrated use of should‑cost / cost‑engineering methodologies and total cost of ownership concepts
  • Background spanning Quantity Surveying, construction cost management, engineering, or capital procurement preferred
  • Advanced analytical skillset with strong Excel capability; experience with SQL, Python, or similar tools is advantageous
  • Familiarity with data visualisation and reporting platforms (e.g. Power BI, Tableau) is a plus
  • Able to distil complex financial and technical data into concise, decision‑focused outputs
  • Confident communicator with the ability to influence cross‑functional and senior stakeholders
  • Structured, detail‑oriented, and comfortable operating in a fast‑moving, global matrix organisation
