The successful candidate will be responsible for developing proposals for long-term agreements, creating Basic Order Agreements (BOAs), and assembling purchase order documentation in compliance with regulatory standards. This role involves negotiating part and component costs, delivery schedules, and terms and conditions with suppliers. The candidate will also create purchasing plans, including preferred supplier lists, to be presented to management and program offices, and will optimize the supplier base to align with internal capabilities. Additionally, this position serves as both a work leader and mentor, training new team members.

Key Responsibilities:

  • Ensure compliance with Public Law (FAR/DFAR/AMS), company policies, import/export regulations (ITAR/EAR), and labor standards (Davis Bacon Act/SCA).
  • Collaborate with Integrated Product Teams (Engineering, Quality, Finance, Contracts, Program Management) to ensure timely delivery of compliant products within budget.
  • Manage multiple subcontracts and competing priorities effectively.
  • Source, negotiate, and procure machinery, equipment, tools, packaging, parts, services, and supplies.
  • Analyze statistical data to assess procurement feasibility and establish pricing strategies.
  • Monitor supplier performance and identify opportunities for cost savings and efficiency.
  • Track market trends and pricing dynamics.
  • Prepare and issue RFPs, RFQs, and bid packages.
  • Maintain ethical standards and confidentiality of sensitive information.
  • Lead special projects and initiatives as assigned.

Required Qualifications:

  • Minimum 6 years of procurement experience in complex U.S. Government programs, preferably within the defense industry.
  • U.S. Citizenship and active Secret Security Clearance.
  • Strong knowledge of Federal Acquisition Regulations (FAR) and Acquisition Management System (AMS).
  • Proven experience in preparing RFQs/RFPs, negotiating terms, and conducting best-value source selections.
  • Familiarity with bid solicitation and supplier selection for federal contracts.
  • Proficiency in Microsoft Office; ability to present financial data clearly.
  • Excellent communication skills for effective supplier engagement.
  • Willingness to travel as needed.

Preferred Qualifications:

  • Experience with SAP for purchase order management and reporting.
  • Familiarity with supply chain policies and procedures in defense or aerospace environments.
  • Strategic relationship-building with suppliers serving U.S. Navy, Air Force, or other government entities.
  • Fluency in German for communication with local vendors.
  • Certification such as C.P.M., A.P.P. (ISM), or NCMA credentials.
  • Master's degree in Business, Supply Chain, Engineering, or related field.
