Procurement Manager
We are partnering with a leading civil infrastructure construction company seeking a Procurement Professional to support major transportation and infrastructure projects. This role focuses on procurement for rail civil projects.
The ideal candidate has hands-on experience supporting infrastructure projects-particularly those involving agencies such as MTA, LIRR, or similar transportation authorities-and can manage the full procurement lifecycle from bid solicitation through contract execution.
This is a great opportunity for someone with 3+ years of procurement experience who wants to deepen their expertise in large-scale heavy civil work.
Key Responsibilities
- Lead and manage procurement activities for infrastructure projects, from vendor identification through award.
- Review project plans and specifications to determine required vendors, subcontractors, and materials.
- Conduct vendor and subcontractor solicitations during bidding and post-award phases.
- Prepare bid comparisons, scope leveling, and procurement documentation.
- Negotiate pricing, scope, and contract terms with vendors and subcontractors.
- Draft purchase agreements, subcontract scopes, and procurement packages.
- Manage and maintain MWDBE solicitation, Good Faith Efforts (GFE), and utilization documentation.
- Track and manage subcontractor and vendor performance throughout the project lifecycle.
- Support the estimating team by soliciting pricing for upcoming bids.
- Coordinate closely with field teams to process and document change orders or amendments.
- Ensure all procurement activities comply with federal, state, and agency requirements.
Required Qualifications
- Minimum 3 years of procurement experience within construction.
- Experience supporting civil infrastructure:
- Rail / Transit (MTA, LIRR, Metro-North, etc.)
- Bridge
- Airport
- Highway or other public works
- Strong understanding of subcontractor procurement processes.
- Experience preparing bid leveling, comparison, and scope documents.
- Comfortable negotiating with vendors and subcontractors.
- Familiarity with MWDBE and GFE requirements for public infrastructure projects.
- Strong written communication skills, especially in drafting scopes of work.
- Proficiency in Microsoft Word & Excel; experience with construction or estimating software a plus.
- Ability to work onsite five days per week in Nanuet, NY.
Preferred Experience
- Prior experience leading procurement for major civil projects.
- Exposure to government or transportation authority procurement procedures.
- Experience supporting multiple projects simultaneously.
- Ability to manage both service contracts and material procurement.
