Key Responsibilities:
**Procurement Planning during Bidding Phase: Develop and implement procurement strategies during the bidding process, ensuring alignment with project goals and timelines.
**Understanding Contract Specifications and Bills of Material: Review and interpret contract specifications, drawings, and bills of material to ensure clarity and accuracy in procurement planning.
**Vendor Sourcing and Prequalification: Identify, source, and prequalify vendors to meet project requirements, ensuring reliability and compliance with contractual obligations.
**Developing Comprehensive RFPs: Create and issue detailed Request for Proposals (RFPs) to secure competitive bids from vendors and suppliers.
**Quote Analysis and Scope Leveling: Analyze and compare vendor quotes, ensuring consistency in scope and aligning them with project specifications. **Create and maintain Vendor Matrix to assess vendor capabilities.
**Collaboration with Project and Engineering Teams: Work closely with project and engineering teams to confirm the completeness of the scope of service and supply, ensuring accuracy and feasibility.
**Negotiating and Finalizing Agreements: Lead negotiations with vendors to secure favorable terms and finalize contracts in alignment with project needs and budget.
**Procurement Plan Development: Develop and maintain a comprehensive procurement plan outlining timelines, budgets, and resource needs.
**Post-Award Procurement Management: Manage procurement plan implementation following contract award, ensuring efficient delivery and compliance with project requirements.
**Engagement with Project Teams: Coordinate with project teams during the post-award phase, transferring knowledge and documentation from the bidding process and ensuring seamless implementation.
**Market Intelligence and Analysis: Capture and communicate market trends, including pricing, lead times, and logistical requirements, to inform procurement decisions across projects and programs.
**Incorporating Market Conditions into Plans: Evaluate current market conditions, such as pricing trends, lead times, and alternative product opportunities (material cost/labor savings), and integrate them into procurement strategies.
**Contract Compliance and Evolving Requirements: Stay updated on evolving contract compliance requirements and ensure procurement strategies align with changing regulations.
**Interpreting Contract and Project Documents: Read, understand, and interpret contract documents, project drawings, specifications, scopes of work, and schedules to ensure procurement activities align with project requirements.
**Travel for Vendor and Site Engagements: Travel to project sites, manufacturers, and vendors as needed to ensure the timely delivery of goods and services and to resolve procurement issues.
Skills Required:
**Strategic Sourcing:** Ability craft effective sourcing strategies tailored towards defense or construction sectors.
**Supplier Management:** Proven ability at building robust partnerships while negotiating favorable terms.
**Contract Negotiation & Compliance**: The capacity to secure beneficial agreements whilst upholding regulatory compliance is essential - especially given the sensitive nature of work involved in Defence contracts.
**Government Acumen**: An understanding of governmental procedures will be valuable due its relevance within certain roles advertised here.
Qualifications:
**Bachelor's degree and 9 years of relevant experience, or an equivalent combination of education, training, and experience.
**Extensive experience in purchasing, including sourcing and negotiating contracts with Original Equipment Manufacturers (OEMs), construction/specialty trade subcontractors, and fabricators.
**Support of a government entity
**Excellent written and verbal communication skills, with the ability to convey information clearly and professionally.
**Proficient in using computer applications, including Microsoft Office Suite, SharePoint, and advanced Excel functions.
**Solid understanding of accounting principles and practices.
