Job Overview:
We are seeking a highly skilled and experienced Senior Contract Sourcing Manager to join our team, specializing in federal contracts. The ideal candidate will have a strong background in sourcing, negotiating, and managing federal government contracts, ensuring compliance with all regulations and providing strategic leadership in the procurement process. This position is critical for supporting our federal government clients and ensuring that all sourcing activities align with federal acquisition regulations (FAR), other applicable laws, and organizational objectives.
Key Responsibilities:
- Federal Contract Sourcing & Strategy: Lead the sourcing and procurement process for federal contracts, including identifying opportunities, evaluating bids, and selecting the best vendors and suppliers to meet federal government requirements.
- Contract Negotiation & Management: Oversee the negotiation of terms and conditions, pricing, and performance standards in compliance with federal contracting laws and regulations. Act as the primary point of contact for negotiations with vendors and stakeholders.
- Compliance & Risk Management: Ensure all federal contract sourcing activities comply with FAR, DFARS, and other relevant federal acquisition regulations. Identify, assess, and mitigate any procurement risks.
- Supplier Relationships & Performance Monitoring: Build and maintain strong relationships with key federal contractors, suppliers, and vendors. Develop performance metrics to monitor contract compliance and performance.
- Proposal Review & Evaluation: Collaborate with internal teams and external partners to develop proposals, review technical and financial submissions, and ensure accuracy and compliance with federal contract requirements.
- Market Analysis & Trends: Stay up to date on federal contracting trends, changes in regulations, and best practices to provide strategic insights and recommendations to leadership.
- Cross-Functional Collaboration: Work closely with legal, finance, program management, and other internal teams to ensure smooth contract execution and performance.
- Training & Development: Mentor and guide junior sourcing and procurement staff, providing expertise on federal contracting processes and best practices.
Qualifications:
- Education: Bachelor's degree in Business, Supply Chain Management, Government Contracting, or a related field. A master's degree or relevant certifications (e.g., C.P.M., C.P.S.M., CPCM) is a plus.
- Experience: Minimum of 7-10 years of experience in sourcing, procurement, or contract management with a focus on federal government contracts.
- Expertise in Federal Regulations: Deep understanding of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant federal contracting policies and compliance standards.
- Strong Negotiation Skills: Proven track record of negotiating complex federal contracts and subcontracts, including pricing, terms, and compliance requirements.
- Project Management: Experience leading cross-functional teams and managing the full lifecycle of federal procurement processes.
- Analytical Skills: Ability to analyze and interpret complex data, contracts, and regulations to make informed decisions.
- Communication Skills: Exceptional verbal and written communication skills, with the ability to present and explain complex contract terms and policies to both technical and non-technical stakeholders.
- Security Clearance (if applicable): Ability to obtain and maintain a federal security clearance may be required for certain contracts.
Preferred Qualifications:
- Experience in sourcing for contracts related to IT, defense, construction, or other major federal government sectors.
- Advanced knowledge of government contracting software, e-sourcing tools, and databases.
- Certification as a Certified Federal Contracts Manager (CFCM) or similar.
