Job description
Coast Southwest, Inc. is seeking an Environmental, Health and Safety Manager for their Paso Robles facility. The successful candidate will oversee all environmental, health, and safety initiatives, ensuring compliance with OSHA and other regulations. Responsibilities include training staff, conducting audits, and managing EHS projects. Applicants must possess a Bachelor's degree and have at least ten years of experience in the chemical industry.
This is a critical role requiring attention to detail and strong problem-solving skills.

Compensation: 90-120k
Qualifications
- Bachelor's degree in Environmental Compliance, Engineering, Process Safety, Chemistry, or a related discipline from an accredited university
- Minimum ten years of experience in the chemical industry
- Knowledge and experience in chemical manufacturing processes
- Experience performing audits and developing CAPA systems and responses
- Must be well-versed in all aspects of OSHA, DOT, and EHS regulatory requirements
- Must be extremely detail-oriented, self-motivated, and have excellent problem-solving skills
- Ability to travel to local and national destinations
- The physical and mental capacity to effectively perform all essential job duties and responsibilities
- Must be able to concentrate on details, work under deadline pressures, apply sound logic and judgement, and prioritise tasks and responsibilities
- Must be able to focus and multi-task in a busy environment and maintain composure in potentially stressful situations
- Maintain effective and professional relationships with executives, staff, customers, vendors, and governmental agencies
- Access to and maintenance of confidential and sensitive information
- Must undergo and meet company standards for background checks, drug testing, and behavioural assessments
- Employee is regularly required to sit, stand, and walk
- Ability to verbally communicate both in person and via telephone
- Ability to utilize various office equipment, including computer, telephone, and copy machine
- Occasional lifting and/or moving of up to 50 pounds
Responsibilities
- Provide technical/professional support regarding applicable Environmental, Health and safety regulations and issues at the site
- Responsible for the compilation of Environmental, Health and Safety data to support completion of regulatory reports
- Research and identify agency-specific Environmental, Health & Safety regulatory requirements and provide recommendations
- Conduct the training and development of the new employee and contractor training program
- Assist in the development and implementation of training programs for Environmental, Health & Safety programs
- Conduct monthly safety meetings
- Assist in the development and implementation of written Environmental, Health & Safety policies and procedures
- Work with plant departments to implement and best manage our PPE inventories
- Issue safety permits as defined by Environmental, Health & Safety policies
- Responsible for implementation of the facility California Accidental Release Program
- Responsible for the implementation of the facility's Hazardous waste management program
- Facilitate the development and implementation of Environmental, Health and safety programs and initiatives in support of the facility's compliance programs, RC14001 System, and facility/corporate goals
- Assure compliance with applicable laws, regulations, and company policies and standards
- Develop, deploy, and audit Environmental, Health and Safety employee training programs
- Provide oversight to plant safety and Emergency Response Teams
- Create plant safety protocols and conduct periodic safety audits
- Ensure that the location has a written Crisis Communication plan that enhances the company's relations with employees, customers, community, media, and the general public
- Leads, coordinates, and participates in periodic drills
- Oversee the administration of the Occupational Medical Surveillance Program for the site
- Coordinate, implement, and administer appropriate Process Safety Management programs as necessary, including program coordination with Production and Maintenance
- Identify needs and prioritise, develop, and implement Environmental, Health and Safety department activities to ensure that it is supporting and contributing to the goals and objectives of the plant
- Manage complex environmental matters related to groundwater, air permitting, SWPP & SPCC
- Provide technical/professional support regarding applicable Environmental, Health, and Safety regulations and issues at the site
- Develop and/or maintain an Environmental, Health and safety record-keeping system that provides timely reporting both internally and to external agencies
- Manage Environmental, Health & Safety projects and programs cost-effectively
- Participate as an auditor in the Corporate Environmental, Health & Safety and RC14001 audit program
- Attend training and seminars necessary to maintain proficiency in Environmental Health & Safety skills and knowledge
- Perform and/or assist with plant-wide and departmental Environmental, Health & Safety audits
- Conduct daily plant observations/audits
- Conduct bi-weekly plant audits with plant departmental personnel
- Assist departmental personnel with the audit documentation, record-keeping, and action items through Cintellate
- Conduct Job Safety Analysis, PPE assessments, and risk assessments for all plant positions
- Conduct Environmental, Health, and Safety equipment inspections, which include but are not limited to:
- Inspect fire extinguishers every month
- Coordinate annual fire extinguisher inspections with an external vendor
- Coordinate annual plant fire protection system inspections
- Coordinate spill kit, eye wash, and safety shower equipment program
- Inspect extra/miscellaneous spill kit material inventory
- Implement Environmental, Health and safety corrective actions from internal/external audits, inspections, visits, and observations
- Coordinate and manage the OSHA on-site consultation program
- Participate as needed in on-site customer audits
- Provide project engineering support to the plant project engineer:
- Assist the plant engineering department, as needed, ensuring the safety of planning and executing capital projects
- Facilitate incident investigations and root cause analyses
- Other duties as required and directed by the Plant Manager
