This position is responsible for managing the planning and purchasing of bulk materials, packaged materials, and supplies for the manufacturing and fulfillment of customer orders. The role manages the team on the timely execution of purchases from direct manufacturers and distributors as it relates to open, pending, and processed purchase orders. It is also responsible for managing the team on the day-to-day planning activities to execute these purchases in support of manufacturing. The position will help lead the design and implementation of improvement processes for purchasing and MRP demand planning aligned with operations. An understanding of Lean Principles in designing scalable and sustainable business processes will be an integral part of this role. This role owns the process and procedures related to purchasing and planning to maintain an effective quality management system and adherence to company policies.
Responsibilities:
* Execute business intelligence data across catalogs to drive supplier compliance on the delivery of high quantity goods and services. Monitor KPI indicators such supplier on time delivery, purchase order confirmations, inventory cycle count accuracy, and Purchase Price Variance (PPV);
* Align with global sourcing on the development and execution of sourcing projects using best in class project management methodologies;
* Manage the allocation of departmental resources to execute priority purchasing projects by collaborating with the Spectrum Leadership Team;
* Oversee the Supplier Relationship Management process with focus on mediating any opportunities in level of service, on-time-delivery, and quality issues;
* Manage all aspects of the RFQ process, contracts, cost,rebate negotiations, and awarding of purchasing business;
* Manage the incorporation of contracts and statements of works into Oracles Supplier Master, Approved Supplier Lists and Blanket Purchase Agreements;
* Provide leadership in business process optimization and documentation for the department using lean principles;
* Drive the blueprinting and User Acceptance Testing (UAT) for all new ERP systems priorities that support the purchasing organization;
* Be a collaborative partner & leader in SIOP (Sales Inventory Operations Planning) process;
* Manage out-bound logistics services and third-party logistics providers to expand the range of commodities need to support the business;
* Implement cost controls using commodity segmentation, vendor KPI's and cost justification base on key market indicators
* Enforce departmental compliance with regulatory policies.
* Develop standards and implement procedures for materials planning, product acquisition, inventory control, material distribution and logistics management;
* Manage the team to collecting data from internal and external sources on factors known to affect demand;
* Understand historical sales trends and modeling the data to forecast future demand;
* Manage strategic information on occurrences that could impact demand like such as geopolitical impacts and production delays;
* Monitor updates on vendors, distributors, sales, and other stakeholders that could impact demand;
* Coach the team on developing demand forecasts at multiple levels of aggregation for multiple time horizons;
Qualifications:
* Bachelor's degree in business, supply chain or chemical engineering or equivalent experience;
* Minimum of 5 years purchasing and supply chain management experience in the chemical or pharmaceutical industry is required;
* Experience in raw material procurement is required including RFQ, RFP and Supply Agreements;
* Possess a strong understanding of Chemical CAS registry numbers and chemical trade names;
* A proven record of accomplishment of delivering significant savings in a Chemical Supply Base position;
* Proficient in the Microsoft Office Suite, ERP and MRP systems
